The House of Representatives passed the reauthorization of the Museum and Library Services Act of 2003, which contains Library Services and Technology Act (LSTA) funding, by a vote of 416 to 2 on March 6. H.R. 13 would reauthorize the 1996 bill that provides federal support to libraries. The bill authorizes $215 million for libraries in fiscal year 2004, and "such sums" for fiscal years 2005-2009. The companion bill in the Senate would authorize $350 million in the first year, a sum that was sought in last year's stalled attempt at reauthorization. The authorization figure is not an appropriation, but serves as a guide. The American Library Association (ALA) thanked sponsor Rep. Peter Hoekstra (R-MI) for his work in winning support for the bill. "Libraries are the cornerstone of strong and vibrant communities," said Hoekstra. "Today's library provides more than just books, they also coordinate a comprehensive approach to community development and services, and serve as a natural partner with our nation's schools in promoting early learning through reading."
